This decision is subject to the following conditions:
The development hereby permitted shall be begun before the expiration of five years from the date of this permission.
Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.
The hereby approved development shall be carried out in accordance with the details shown on drawing numbers 01A and 1002458.18/A/001A, received on 28th November 2003 and no's 02, 03, 04 and 05 received on 7th October 2003.
Reason - In the interests of local visual amenity and highway safety, and for the avoidance of doubt.
Prior to the occupation of either of the dwellings hereby approved, the existing superseded vehicular access onto Village Street (located in the centre of the Cotswold View site frontage and not at the north-western end as shown on the survey drawing, No.1002458.18/A/001/A submitted on 28th November 2003) shall be permanently closed. Details of the means of closure of this access and reinstatement of the footway crossing shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of work on the development hereby approved.
Reason - To ensure the safe and free flow of traffic using the adjoining county highway.
There shall be no flank boundary, exceeding a height of 600mm above the level of the adjoining carriageway, between the existing driveway serving the adjacent property (3 Village Street) and the proposed driveway for a distance of at least 6 metres from the nearside edge of the Village Street carriageway.
Reason - In the interests of highway safety.
The development hereby permitted shall not be brought into use until the access, turning area and parking facilities shown on the approved plan have been properly consolidated, surfaced, drained and otherwise constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall thereafter be retained and kept available for those uses at all times.
Reason - In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway.
Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.
Reason - To prevent indiscriminate parking in the interests of highway safety.
Details of foul and surface water drainage for the site shall be submitted to and approved in writing by the Local Planning Authority before any work on site commences. The drainage works shall be constructed in accordance with the approved details before the related dwellings are first occupied.
Reason - To ensure that a satisfactory means of drainage is available to serve the development.
No development shall take place until samples of the materials to be used in the construction of the external surfaces of the dwelling houses hereby permitted have been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details.
Reason - To ensure that the development is visually satisfactory.
No development shall take place until there has been submitted to and approved by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land and details of any to be retained together with measures for their protection in the course of development and arrangements to be made for the permanent maintenance of the landscaped areas.
Reason - The Council considers that these requirements are necessary to protect and enhance the visual amenities of the area and to discharge its duty under S197 of the Town and Country Planning Act 1990.
All planting, seeding and turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the dwellings or the completion of the development whichever is the sooner; and any trees or plants which may within a period of five years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation.
Reason - The Council considers that these requirements are necessary to protect and enhance the visual amenities of the area and to discharge its duty under S197 of the Town and Country Planning Act 1990.
