Parish: Offenham

Ward: Bretforton & Offenham

Application Received: 29 July 2013

Statutory Start Date: 27 May 2014

Consultation Period From: 3 June 2014

Consultation Period End: 5 September 2014

Decision Date: 4 March 2015

Case Officer: Gavin Greenhow

Status: Decided

Decision: Refused - Change of Use

This decision is subject to the following conditions:

  1. The scheme is considered to be harmful to the safe movement of vehicles and pedestrians for the following reasons:

    - The existing unmade track to the application site has restricted visibility in a northerly direction from its entrance to the Evesham Road B4510 and is unsuitable in its current form to serve the additional vehicle use associated with the proposed development.

    - A public right of way exists over the track to the application site which is long/narrow and where there is no passing bay along its entire length. The proposed development would generate additional traffic movement using this track tot he detriment of the users of the public right of way.

In these ways the proposal would be contrary to policy GD2 of the adopted Wychavon District Local Plan and the provisions of the National Planning Policy Framework (particularly paras. 32 and 35).

  2. The following plans are relevant to this decision:

    Original plans:

    1:2500 scale Location Plan; 1:500 scale Block Plan; OSF/01; OSF/02A; OSF/04

    Additional plans: (received 30/8/14)

    OSF/01 (1:100 scale); OSF/02 (1:100 scale)

    Additional plans: (received 6/11/14)

    OSF/03 (1:500 scale)
