The car valeting and preparation building is located within the West Midlands Green Belt. Government advice in paragraph 87 of the National Planning Policy Framework states that, as with previous Green Belt policy, inappropriate development is, by definition, harmful to the Green Belt and should not be approved except in very special circumstances. This general presumption is reinforced by saved Policy SR7 of the Wychavon District Local Plan which aims to protect the openness of the Green Belt and safeguard its character, and which lists types of development which may be allowed in the Green Belt.
The local planning authority considers that the retention of the building would constitute inappropriate development in conflict with Green Belt policy and would harm the openness of the Green Belt due to its scale, size and siting. The local planning authority does not consider that there are any very special circumstances applying to this proposal which would allow it to grant planning permission contrary to prevailing planning policies. Approval of this application is therefore considered contrary to Wychavon District Local Plan saved Policies GD2, SR7, RES9 and ECON2 and guidance within the National Planning Policy Framework, in particular Section 9.
