This decision is subject to the following conditions:

  1. This application proposes the relocation of the front door of the shop from its current recessed position to a location in-line with the existing shop front and would result in the loss of a traditional element of the shop front.

    Whilst the shop front itself is not an original feature of the listed property, by moving the front door forwards, the resulting frontage would appear more modern and out of character with the historic qualities of the shop front.

    Furthermore, the site is located within a designated conservation area where recessed shop fronts are a common characteristic and can be noted in the immediate neighbouring properties. The loss of this recessed doorway would result in the appearance of a modern shop front which would not be sympathetic to the historic quality of the conservation area.

    As a result, this application is considered to be contrary to Wychavon District Local Plan Policies SUR4, ENV12 and ENV13 and the Council's adopted shop front design guide. The proposed development will cause harm to the significance of heritage assets. The harm caused is not outweighed by any public benefits of the scheme. As such the proposed development would be contrary to the provisions of the National Planning Policy Framework.
