This decision is subject to the following conditions:
The application site lies outside any defined development boundary and in an isolated rural location. The agricultural circumstances set out in support of the proposed permanent rural worker's dwelling in the application are insufficient to justify a grant of permission on this site to accord with guidance contained in the National Planning Policy Framework for the control of development in rural areas (para 55), as well as Policy COM7 of the adopted Wychavon District Local Plan (June 2006). In particular, it has not been demonstrated that there is an essential need for a rural worker to live on the site.
In addition, it is understood that whilst a caravan has been positioned on the site, the temporary planning consents (granted under references W/02/00982/CU, W/07/01084/CU and W/10/01663/ET) for rural workers accommodation on the site have not been implemented in respect of occupation of the caravan. The last of these was submitted by the current applicant. It is considered that this undermines the claim that there is an essential need to live on site.
In addition, the proposal is considered to conflict with the requirements of Policy COM7 of the adopted Wychavon District Local Plan (June 2006) in that no information has been submitted regarding:
- the holding's recent or projected accounts, so there is no evidence of the holding's profitability and whether it is likely to become or remain financially viable; and - whether the accommodation needs in respect of the site could be met in some other way (for example, an existing dwelling on the holding, the conversion of an existing suitable building on or adjoining the holding; or any available dwelling elsewhere in the vicinity that is affordable to an agricultural worker).
In these ways the proposal is contrary to Policy COM7 of the adopted Wychavon District Local Plan (June 2006).
