This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

  2. Within one month of the date of this consent, details of the form, colour and finish of the materials to be used externally on the walls and roofs of the dwellings and garages hereby approved shall be submitted to the Local Planning Authority. The development shall be constructed in accordance with the approved details and retained in that form unless approved otherwise in writing by the Local Planning Authority.

    Reason - To ensure that the development is visually satisfactory.

  3. Within one month of the date of this consent, layout and engineering details of the junction works with Bewdley Lane/Albert Road shall be submitted to the Local Planning Authority. The junction works shall be carried out in accordance with the approved details and retained in that form. In addition, the development shall not be occupied until the scheme has been constructed in accordance with the approved details.

    Reason - To ensure the safe and free flow of traffic on the highway.

  4. Within one month of the date of this consent, engineering details and specification of the proposed roads, footway, service strips, shared private drives and highway drains, together with street lighting shall be submitted to the Local Planning Authority. The development shall be carried out in accordance with the approved details and retained in that form

    Reason - To ensure an adequate and acceptable means of access is available before the dwellings are occupied.

  5. Each dwelling hereby approved shall not be occupied until the road works necessary to provide access to it from the nearest publicly maintained highway have been completed in accordance with details to be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure an adequate and acceptable means of access is available before the dwellings are occupied.

  6. All roadworks hereby approved shall be completed within six calendar months of the substantial completion of 75% of the dwellings hereby approved. This will entail the making good of surfacing, grassing and landscaping in accordance with a specification to be submitted to and approved in writing by the Local Planning Authority. (Nothing in this condition shall conflict with any phasing scheme, in which respect it will be interpreted as applying to the particular phase being implemented.)

    Reason - In the interests of highway safety and convenience and a well co-ordinated development.

  7. The dwellings hereby permitted shall not be occupied until individual vehicular accesses and entrances, turning areas, car parking and individual car parking driveways shown on the approved plan have been properly consolidated, surfaced, drained and otherwise constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall thereafter be retained and kept available for those uses at all times.

    Reason - In the interests of highway safety.

  8. Prior to the first occupation of each dwelling hereby approved, secure parking for cycles to comply with the Council's standards shall be provided within the curtilage of that dwelling and these facilities shall thereafter be retained for the parking of cycles only.

    Reason - To comply with the Council's parking standards.

  9. Parking for site operative vehicles and visitors, together with construction materials shall be provided within the application site in accordance with the details shown on drawing number 0089_0_201 Rev B submitted in relation to planning consent W/11/02505/PN and such provision shall be retained and kept available during construction of the development.

    Reason - To prevent indiscriminate parking in the interests of highway safety.

  10. Wheel cleaning apparatus shall be provided in accordance with the details approved in relation to planning consent W/11/02505/PN and this equipment shall be operated and maintained during construction of the development hereby approved.

    Reason - To ensure that the wheels of vehicles are cleaned before leaving the site in the interests of highway safety.

  11. Construction vehicles shall follow the routes to/from the site in accordance with the details shown on drawing number 0089_0_201 Rev C submitted in relation to planning consent W/11/02505/PN.

    Reason - To ensure that the construction traffic associated with the proposed development does not result in a deterioration and inconvenience to other users of the public highway.

  12. Surface water run-off from the proposed development shall be disposed of as described in the Brookbanks Consulting Ltd Flood Risk Assessment, including Water Management Statement and Foul Drainage Strategy document submitted in relation to planning application reference W/11/02505/PN, unless otherwise agreed in writing by the Local Planning Authority

    Reason - To ensure that surface water run-off is dealt with in an appropriate and sustainable manner.

  13. Within one month of the date of this consent, details of all external lighting to be incorporated in the development hereby approved, including a light spillage plan and timetable for its implementation, shall be submitted to and approved in writing by the Local Planning Authority. The lighting shall be installed and retained in accordance with the approved details, unless agreed otherwise in writing by the Local Planning Authority.

    Reason - To ensure adequate lighting is provided within the site in order to i) protect the amenities of its future occupiers, ii) provide adequate crime risk prevention measures, and iii) to provide suitable habitat enhancement for bats in the vicinity of the site.

  14. Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00 Monday to Friday and 08.00 and 13.00 on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.

    Reason - To preserve the amenities of the locality.

  15. Within one month of the date of this consent, full details of soft landscaping works shall be submitted to the Local Planning Authority. The details submitted must include:

    i) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas. ii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants. iii) a written specification outlining cultivation and other operations associated with plant and grass establishment. iv) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.

    All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.

    Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless otherwise agreed in writing by the Local Planning Authority.

    Reason - To protect and enhance the visual amenities of the area and to ensure the satisfactory development of the site in accordance with Policies GD2, ENV1 and SUR2 of the Wychavon District Local Plan (June 2006).

  16. No building hereby permitted shall be occupied until surface water drainage works have been implemented in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. Where a sustainable drainage scheme is to be provided, the submitted details shall:

    provide information about the design storm period and intensity, the method employed to delay and control the surface water discharged from the site and the measures taken to prevent pollution of the receiving groundwater and/or surface waters; include a timetable for its implementation; and provide a management and maintenance plan for the lifetime of the development which shall include the arrangements for adoption by any public authority or statutory undertaker and any other arrangements to secure the operation of the scheme throughout its lifetime.

    Reason - To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policy ENV19 of the Wychavon District Local Plan (adopted June 2006) and the provisions of the Council's Water Management Supplementary Planning Document (October 2009).

  17. Finished floor levels within the development shall be set at levels as shown on drawing no. 10119/PL/01 Rev H submitted in relation to planning application reference W/11/02505/PN.

    Reason - To protect the development from flood risk.

  18. The levels for roads within the site shall be set/constructed and retained in accordance with details shown on drawing number 0089_5_500 Rev B submitted in relation to planning consent W/11/02505/PN. (This drawing shows the levels shall be no greater than 24.80m AOD within the 2007 flood extent.)

    Reason - To secure the land re-profiling arrangements outlined in the application submissions in order to ensure that a safe means of access is available during times of extreme flooding in the vicinity of the site and no adverse impact on flood risk.

  19. The development shall be carried out in accordance with the Construction Environmental Management Plan details submitted in relation to condition 23 of planning consent W/11/02505/PN.

    In addition, within one month of the date of this consent, details of noise and vibration monitoring shall be submitted to the Local Planning Authority.

    The development shall be completed in accordance with the approved details, unless otherwise agreed in writing by the Local Planning Authority.

    Reason - To protect the amenities of nearby properties during the construction of the development and to protect the water environment from pollution.

  20. Within one month of the date of this consent, details of the means of enclosure for each dwelling and elsewhere within the site, including a timetable for their implementation, shall be submitted to and approved in writing by the Local Planning Authority. The approved details shall be subsequently maintained to the satisfaction of the Local Planning Authority. Reason - To ensure that the development is visually satisfactory and to ensure a proper standard of i) enclosure along highway frontages, and ii) separation from, and standard of amenity with respect to, neighbouring properties within and beyond the development.

  21. Unless required otherwise in relation to a condition on this consent, the development hereby permitted shall be carried out in accordance with the following approved plans:
