This decision is subject to the following conditions:

  1. The proposed removal of the holiday use restriction on this caravan park would result in the creation of approximately 15 permanent residential caravans within an isolated rural location. In accordance with Local Plan Policy ECON20, residential caravan sites should be assessed under the same policies as housing development and therefore this application is incompatible with Policy GD1 of the Wychavon District Local Plan and the principles of sustainable development as set out in the National Planning Policy Framework, which both seek to resist isolated homes in the open countryside unless there are special circumstances. The resulting residential caravan site would therefore be contrary to the aims of the development plan to both concentrate most new residential development to sites within or adjacent to urban areas and also to reduce reliance upon private motor vehicles as a means of transport. Given the location of the site, it is likely that the proposal will result in the reliance of residents upon the use of a private motor vehicle. The proposed development would thereby be incompatible with the advice and guidance contained in the National Planning Policy Framework (at para 55), as well as saved policies GD1 and GD2 of the adopted Wychavon District Local Plan (2006).

    Whilst the approval of such an application would be a benefit in the context of the District's housing land supply position, it is considered that this application would represent a unsustainable development in terms of its location. It is therefore considered that the harm caused by the proposal would significantly and demonstrably outweigh any benefits of the scheme in terms of boosting housing supply. The proposal therefore would not represent sustainable development, does not benefit from the NPPF presumption in favour of sustainable development and is contrary to policy GD1 Of the Wychavon District Local Plan and the provisions of the National Planning Policy Framework.

  2. No secure arrangements are in place to ensure the provision of contributions towards cycling, public open space, education, recycling, leisure and sport facilities and the Worcestershire Transport Strategy that would be required in connection with a development for new housing. Furthermore no arrangements are in place to secure the on-site provision of, or monies in lieu of, affordable housing. As such, the application is contrary to saved Policies GD3, COM2 and COM12 of the Wychavon District Local Plan 2006,the provisions of the Council's Supplementary Planning Guidance on Developer Contributions as well as the provisions of the National Planning Policy Framework.
