    That the matter described in the First Schedule constitutes development within the meaning of Section 55 of the Town and Country Planning Act 1990 (as amended) and the proposal does not constitute permitted development under the provisions of Schedule 2, Part 1, Class A of the Town and Country Planning (General Permitted Development) order 1995 (as amended).
