This decision is subject to the following conditions:

  1. The application site is in a rural lcoation well outside any development boundary defined under policy GD1 of the Wychavon District Local Plan 2006. The proposed development represents provision of a new isolated home in the countryside.

    The information submitted with the application fails to demonstrate that there is a functional or financial need for permanent on-site accommodation to serve the agricultural and other commercial enterprises on the holding.

    The application has not been supported by an agricultural appraisal or business plan to demonstrate that it is necessary for the long-term operation of the holding for a worker to live on site at all times.

    The supporting information discusses the day to day duties required on the holding and some mention of future desires for expansion have been included. However, there is a lack of supporting evidence to demonstrate why the business, which has been operated for in excess of 30 years without permanent on site presence, requires permanent accommodation to ensure its future viability.

    Without the submission of a sufficient case to demonstrate the functional and financial needs of the business, approving this application would be contrary to Local Plan Policies GD1 and COM7 and against the advice contained within paragraph 55 of the NPPF which seeks to avoid isolated homes in the countryside unless special circumstances can be shown.
