This decision is subject to the following conditions:

  1. The proposed development would by virtue of:

    - its sheer scale which is significantly larger than, rather than subservient to, the original property; and - incongruous and contrived appearance and design

    harm the appearance of the rural area and not represent high quality or sustainable design. In these ways the proposal would be contrary to policies GD2, ENV1 and SUR6 of the adopted Wychavon District Local Plan, as well as guidance contained in the National Planning Policy Framework and the Council's Residential Design Guide. It is considered that the various previously granted lawful proposed development certificates do not provide an achieveable or realisitic fallback position to be given significant weight in determining the application.

  2. In addition, the property is subject to an agricultural occupancy condition and if extended in the way proposed, its value would become prohibitively expensive for someone on an agricultural income to afford, effectively undermining the purpose of allowing it originally in this rural location contrary to planning policies the purpose of which is to protect the character and appearance of rural areas and severely restrict residential development. In this way the proposal is contrary to policy COM7 of the adopted Wychavon District Local Plan.
