This decision is subject to the following conditions:
Due to its design, height, extent and location, the boundary fencing, fails to integrate appropriately with the surrounding landscape and is considered to have a detrimental impact on the surrounding street scene contrary to saved policies ENV1 and SUR1of the Wychavon District Local Plan 2006. The fencing represents poor design that fails to improve the character and quality of the area. As such it is contrary to the provisions of the National Planning Policy Framework.
In addition the fencing compromises highway safety. The visibility measured at the existing vehicular entrance (X distance) of 2.4m to the stopping sight Distance (Y distance) is grossly deficient in each direction and the use of the access would likely compromise the safe movement of traffic and the safe use of the road by others contrary to saved Local Plan Policy GD2.
