Parish: Ombersley

Ward: Ombersley

Application Received: 17 January 2014

Statutory Start Date: 17 January 2014

Consultation Period From: 22 January 2014

Consultation Period End: 28 February 2014

Decision Date: 12 March 2014

Case Officer: Vicky Stone

Status: Decided

Decision: Refused - Planning

This decision is subject to the following conditions:

  1. The existing building is a modest dwelling of traditional size proportions and demonstrates design features which are characteristic of an agricultural dwelling in this rural location. The proposed replacement dwelling would be significantly larger than the existing dwelling, more than doubling the floor area of the property and increasing the height by 2.5 metres. The proposed increase in floor area and height would substantially increase the bulk and scale of the dwelling at the site. Furthermore, the proposed dwelling, with the incorporation of the staggered hipped roof gable on the front elevation and the bland fenestration and architectural details is not considered to provide a better designed building which would be more in keeping with its surroundings and the rural landscape than the existing dwelling. The proposed replacement dwelling is therefore not considered preferable in terms of design and the size and scale of the proposal are not similar to the existing dwelling. Accordingly the proposal fails to comply with saved policies ENV1, SUR1 and RES9 (which provides the criteria under which replacement dwellings are considered acceptable within the open countryside) of the adopted Wychavon District Local Plan (2006) and guidance in section 7 of the National Planning Policy Framework.
