This decision is subject to the following conditions:
The application site is not considered to be a sustainable location, sited a significant distance to any sustainable settlement. The provision of a residential unit in this location, where the primary movement of residents would be via the private car, would not represent a sustainable form of development. This proposal goes against the golden thread of the Framework and therefore fails to comply with paragraphs 7 and 14.
It is considered that the size, scale and design of the proposed detached dwelling is not appropriate or sensitive to the character and appearance of the surrounding built environment or rural landscape. The proposed development is considered of an urban design that would neither safeguard or enhance the character of the natural environment in which it is sited. Furthermore, it is considered that the proposed development of a large detached house would have an adverse impact on the rural landscape and would not make a positive contribution to the visual quality of the surrounding environment, contrary to policies GD2, ENV1 and SUR1 of the Wychavon District Local Plan (June 2006), together with the advice contained in the Residential Design Guide Supplementary Planning Document.
