This decision is subject to the following conditions:
Paragraph 23 of the Planning Policy for Traveller Sites states that gypsy sites in rural areas should respect the scale of, and should not dominate the nearest settled community. The application site is on the edge of Lower Moor, which already has planning permission for 9 permanent gypsy pitches to the north of the village, at a site known as Duffledown View. The proposal would result in 13 gypsy pitches in total within the immediate surroundings of Lower Moor, which amounts to a ratio of approximately 1 gypsy pitch to 15.6 settled households. In light of this and the close proximity of the application site to the edge of the village, the proposal will dominate the village of Lower Moor, contrary to paragraph 23 of the NPPF.
The application proposes the erection of four day rooms, with a total footprint of 160 square metres. This is considered excessive in relation to the size of the application site and not commensurate with the scale of development proposed. The proposal is therefore contrary to policy GD2 of the adopted Wychavon District Local Plan (2006).
Vehiular access to the application site is via an existing track, that runs alongside the rear boundaries of dwellings along 'Back Way' and the side boundary of the dwelling known as 'Cherry Trees.' The proposed use of the site, given its scale, would result in a significant increase in the level of vehicular traffic using the existing track, causing undue disturbance to the residential amenites of neighbouring dwellings. The application is therefore contrary to policy GD2 of the adopted Wychavon District Local Plan (2006).
