This decision is subject to the following conditions:
Paragraph 23 of the Planning Policy for Traveller Sites states that gypsy sites in rural areas should respect the scale of, and should not dominate the nearest settled community. The application site is on the edge of Lower Moor, which already has planning permission for 9 permanent gypsy pitches to the north of the village, at a site known as Duffledown View. The proposal would result in 2 further gypsy pitches within the immediate surroundings of Lower Moor, which would amount to a total of 11. In light of this, the proposal is considered to dominate the nearest settled community, contrary to paragraph 23 of the Planning Policy for Traveller Sites, and paragraph 14 of the National Planning Policy Framework.
