It is not considered that sufficient evidence has been submitted to demonstrate that on the balance of probability the mobile home has been permanently sited in this location, the mobile home has been occupied for residential purposes, and the land outlined in red on the submitted plan has been used for residential purposes in connection with the mobile home, for a continual period of at least 10 years.
