This decision is subject to the following conditions:
Application for approval of reserved matters shall be made to the local planning authority before the expiration of 12 months from the date of this permission. The development hereby permitted shall be begun before the expiration of 12 months from the date of approval of the last of the reserved matters to be approved.
Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004 and ensure the early delivery of housing in accordance with para. 47 of the Framework.
Details of the appearance, landscaping, layout and scale (hereinafter called "the reserved matters") shall be submitted to and approved in writing by the local planning authority before any development begins and the development shall be carried out as approved.
Reason - This permission is in outline only and further details of the reserved matters are required to ensure satisfactory development.
The development hereby permitted shall be carried out in accordance with the following approved plans: 'Location Plan'

Any future application for the approval of reserved matters shall be in accordance with the principles and parameters broadly described and illustratively indicated in the submitted "Design & Access Statement' received on the 05 February 2014 and shall have regard to the general area of development, approximate floor area and heights. Any reserved matter application shall include a statement providing an explanation as to how the design of the development responds to the Design and Access Statement. Reason - To ensure an appropriate co-ordinated high quality form of development, to accord with Circular 1/06 and 'guidance on information requirements and validation' and to ensure that the resulted reserved matters application and final development protects the character of the surrounding area and is in accordance with saved Policies GD2, ENV1 and SUR1 of the Wychavon District Local Plan (June 2006) and relevant Supplementary Planning Documents.
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason - To ensure that an appropriate sustainable drainage system is provided to serve the development and to reduce the consumption of water. This is in accordance with the SPD on Water Management.
No part of the development shall be commenced until there has been submitted to, and approved in writing by, the local planning authority a scheme outlining the boundary treatment between the dwelling hereby approved and existing property 1 College Road.
Any planting comprised in the approved details shall be carried out in the first planting season following the completion or first occupation/use of the development, whichever is the sooner.
Any planting shall be watered as necessary and competitive weed growth controlled to ensure successful establishment.
Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason - To protect and enhance the visual amenities of the area and to ensure the satisfactory development of the site, in accordance with saved policies GD2 and ENV1 of the Wychavon District Local Plan (June 2006).
Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00hrs Monday to Friday and 08.00 and 13.00hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.
Reason - To preserve the amenities of the locality, in accordance with saved Policy GD2 of the Wychavon District Local Plan (June 2006)
