This decision is subject to the following conditions:

  1. Wychavon District Local Plan Saved Policy COM2 requires applications in settlements of less than 3000 on sites that are 0.25ha or more in area to contribute towards and provide affordable housing. The site area exceeds this 0.25ha threshold and as such as part of the proposal the applicant is required to make provision of affordable housing. COM2 requires that in the first instance affordable housing should be provided on-site. Only exceptionally, where it is jointly agreed by the Council and developer that on-site provision is inappropriate, would either an alternative site or failing that payment of a commuted sum be considered. The Council does not agree with the applicant's submission that an on-site affordable housing provision would impede the appeal for units to a Registered Social Landlord due to the management and maintenance costs involved for one unit. This is not considered to justify payment of an off-site financial contribution towards affordable housing instead. As such this scheme fails to make provision of affordable housing where there is an identified housing need and the application therefore fails to comply with saved Local Plan (2006) Policy COM2 as well as guidance contained in the National Planning Policy Framework (in particular Chapter 6).
