This decision is subject to the following conditions:
The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The submitted landscape scheme is not considered to be satisfactory. Therefore, notwithstanding the submitted details, no part of the development shall be commenced until full details of soft landscaping works have been submitted to and approved in writing by the Local Planning Authority. The details submitted must include:
i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread. ii) a plan(s) showing the planting layout of proposed tree, hedge, shrub and grass areas. iii) a schedule of proposed planting - noting species, sizes at time of planting and numbers/densities of plants. iv) a written specification outlining cultivation and other operations associated with plant and grass establishment. v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.
Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless otherwise agreed in writing by the Local Planning Authority.
Reason - To protect and enhance the visual amenities of the area and to ensure the satisfactory development of the site - in accordance with Policy GD2 and ENV1 of the Wychavon District Local Plan (June 2006).
Prior to the use hereby approved being first commenced, details of the location, height and the precise specification of the proposed mesh fencing for the boundary of the caravan storage area shall be submitted to and approved in writing by the Local Planning Authority.
Reason - To ensure that the development is visually satisfactory.
The development hereby approved shall only be used for the storage of caravans and at no time shall the storage of such items be used as habitable accommodation.
Reason - To restrict residential development in an unsustainable location in the open countryside, in accordance with policy GD1 of the adopted Wychavon District Local Plan.
Notwithstanding the information submitted, details of any lighting which includes the siting, facing direction and proposed hours to be lit shall be submitted to and approved in writing by the local planning authority before the use hereby permitted commences. Development shall be carried out in accordance with the approved details.
Reason - To ensure the proposed development does not cause unacceptable light pollution and adverse effects on the environment in accordance with policy GD2 of the Wychavon District Local Plan (June 2006).
