Decision: Approved - Change of Use

This decision is subject to the following conditions:

  1. Visibility splays to the site access shall be provided in accordance with the details approved in relation to planning consent W/08/02609/CU. [That is from a point 0.6m above ground level at the centre of the existing vehicular access to the application site at 2.4 metres measured back from the nearside edge of the adjoining carriageway, (measured perpendicularly), for a distance of 120 metres in a northerly direction along the nearside edge of the adjoining carriageway, Upton Road, A4104.] Nothing shall be planted, erected and or allowed to grow on the triangular area of land so formed which would obstruct the visibility described above and this area shall thereafter be retained and kept available for visibility purposes at all times.

Reason - In the interests of highway safety.

  2. The vehicular access route through the existing car park shall be provided in accordance with the details approved in relation to planning consent W/08/02609/CU. These areas shall thereafter be retained and kept available for those uses at all times.

Reason - In the interests of highway safety.

  3. This permission only allows the use of the site for the siting of static caravans for holiday use only. None of the units provided on the site shall be used as permanent residential accommodation or occupied as a person's sole, or main place of, residence.

Reason - The provision of permanent dwellings on this site would be contrary to development plan policies directing most new housing to urban areas and other sustainable locations.

  4. The layout of the caravans, hardstandings and other surface treatments of the caravan site shall be provided and retained in accordance with the details approved in relation to planning consent W/08/02609/CU. [ i.e. a top layer of round scalpings 75mm deep and below that a 100mm deep hardcore base.]

Reason - To ensure the development is visually satisfactory.

  5. The site boundary treatments shall be provided in accordance with the details approved in relation to planning consent W/08/02609/CU.

Reason - To protect and enhance the visual amenities of the area and to ensure the satisfactory development of the site in accordance with Policies GD2, ENV1 and SUR2 of the adopted Wychavon District Local Plan (June 2006).

  6. The external colours of the caravans shall be in accordance with the details approved in relation to planning consent W/08/02609/CU. The caravans shall be retained in the approved colours whilst they are on the application site.

Reason - To ensure that the appearance of the site is satisfactory in order to minimise its impact on the surrounding rural area.

  7. The caravans the subject of this planning consent shall not be occupied between the period 17th February and 17th March each year.

Reason - To ensure that the caravans are not occupied all year round since this would otherwise enable them to be occupied as though they were permanent residential accommodation.

  8. The development hereby permitted shall be carried out in accordance with the following approved plans:

    1:1250 scale Location Plan

Reason - To define the permission.
