This decision is subject to the following conditions:

  1. It is considered that the application has failed to satisfactorily demonstrate that the existing agricultural enterprise is financially sound with a reasonable prospect of remaining so. The submitted details confirm that the enterprise has accumulated significant losses over the past 5 years, and as such is not considered to be financially sound. The application therefore fails to comply with criterion c) of saved Policy COM7 of the Wychavon District Local Plan (June 2006). As such, the proposals, that would result in a new dwelling outside of any defined development boundary, would also be contrary to saved Policy GD1 of the Wychavon District Local Plan (June 2006).

  2. The proposed agricultural dwelling would incorporate approximately 192 sq.m of habitable floorspace over two floors. It is not considered that the size and specification of the proposed dwelling would reasonably relate to the functional requirement of the agricultural holding, and would be reasonably difficult to sustain in the long term on the suggested income generated by this agricultural holding. As such, it is considered that the application fails to comply with criterion e) of saved Policy COM7 of the Wychavon District Local Plan (June 2006). Therefore, the proposals, that would result in a new dwelling outside of any defined development boundary, would also be contrary to saved Policy GD1 of the Wychavon District Local Plan (June 2006).
