This decision is subject to the following conditions:
The protection of the openness of the Green Belt is an overriding planning consideration and there is a presumption against inappropriate development within it. The proposed detached double garage, store, games room and sun room building would constitute inappropriate development in the Green Belt. No very special circumstances have been demonstrated, and none are considered to exist in this case, to justify this inappropriate development in the Green Belt. As such, it is considered that the proposed development would be contrary to saved Policy SR7 of the Wychavon District Local Plan (June 2006) and the advice contained in paragraphs 88 and 89 of the Framework.
The proposed outbuilding would represent a large detached building in close proximity to the existing listed building, 'Evergreen'. The construction of an outbuilding of this scale on this site would remove the open setting to 'Evergreen', to the detriment of the setting and character of the listed building. Furthermore, it is not considered that the proposed development of a large outbuilding on this site would preserve the setting of the cluster of listed buildings located to the west and south-west of the application site. Consequently, the proposed development is considered to be contrary to saved policy ENV14 of the Wychavon District Local Plan 2006 and paragraphs 131 - 134 of the Framework.
