This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

  2. The development hereby permitted shall be carried out in accordance with the following approved plans: 'Location Plan'; 'Proposed Block Plan'; 'Existing Barn 1'; 'Existing Barn 2'; 'Existing Farmhouse Elevations'; 'Existing Farmhouse Floor Plans'; 'Proposed Barn 1'; 'Proposed Barn 2'; 'Proposed Farmhouse Elevations'; 'Proposed Farmhouse Floor Plans'.

    Reason - In order to define the permission.

  3. Details of the specification, colour and finish of the materials to be used externally on the walls; roofs; windows; doors; and rooflights of the development hereby permitted, shall be subject to the approval, in writing, of the local planning authority before any work on the site commences. The development shall be carried out using the materials as approved.

    Reason - To ensure that the development is visually satisfactory, in accordance with saved Policies GD2, RES8 and SUR1 of the Wychavon District Local Plan (June 2006).

  4. Notwithstanding the information submitted, the development hereby permitted shall not be occupied until drainage works, and works for the disposal of sewage, have been carried out in accordance with details to be submitted to and approved in writing by the local planning authority.

    Reason - To ensure a satisfactory means of drainage is available to serve the development, in accordance with saved Policies GD2 and ENV19 of the Wychavon District Local Plan (June 2006)

  5. The development hereby permitted shall not be occupied until the access, turning area and parking facilities shown on the approved plan have been properly consolidated, surfaced, drained and otherwise constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall thereafter be retained and kept available for those uses at all times.

    Reason - In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway, in accordance with saved Policy GD2 of the Wychavon District Local Plan (June 2006)

  6. No part of the development shall be commenced until full details of soft landscaping works have been submitted to and approved in writing by the local planning authority. The details submitted must include:

    i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread. ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas. iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants. iv) a written specification outlining cultivation and other operations associated with plant and grass establishment. v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.

    All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.

    Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless otherwise agreed in writing by the Local Planning Authority.

    Reason - To protect and enhance the visual amenities of the area and to ensure the satisfactory development of the site - in accordance with saved Policies GD2 and ENV1 of the Wychavon District Local Plan (June 2006).

  7. All existing trees and hedges on site, or branches from trees on adjacent land that overhang the site, unless indicated on the approved plan(s) to be removed, shall be retained and shall not be felled or pruned or otherwise removed within a period of five years from the completion of the development without the previous written consent of the Local Planning Authority.

    There shall be no burning of any material within 10 metres of the extent of the canopy of any retained tree/hedge.

    If any retained tree/hedge is removed, uprooted or destroyed or dies, replacement planting shall be carried out in the first available planting season of such species, sizes and numbers and in positions on site as may be specified by the Local Planning Authority.

    Reason - To prevent existing trees/hedges from being damaged during construction work and to preserve the amenities of the locality. In accordance with saved Policy ENV1 of the Wychavon District Local Plan (June 2006).

  8. Notwithstanding the information submitted, no part of the development shall be commenced until there has been submitted to, and approved in writing by, the local planning authority a scheme outlining boundary treatments. The scheme shall give details of any proposed species, plant sizes, planting densities and protective fencing (where appropriate) during establishment, and/or the design and finish of any wall or fencing.

    Any planting comprised in the approved details shall be carried out in the first planting season following the completion or first occupation/use of the development, whichever is the sooner.

    All planting shall be watered as necessary and competitive weed growth controlled to ensure successful establishment.

    Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless otherwise agreed in writing by the local planning authority.

    Reason - To protect and enhance the visual amenities of the area and to ensure the satisfactory development of the site, in accordance with saved Policies GD2, ENV1 and SUR1 of the Wychavon District Local Plan (June 2006).

  9. No works shall commence until a minimum of two dusk /dawn bat surveys have been carried out by suitably qualified bat workers during the appropriate time of year, preferably May to August, and a suitable mitigation strategy has been drawn up, submitted to and agreed in writing with the local planning authority. This strategy shall be informed by the full survey results and the recommendations contained with section 6 of the Daytime Protected Species Survey Report by Focus Ecology dated February 2014, and shall also include enhancement measures for birds. All recommended avoidance and / or mitigation measures, which may include the provision of a dedicated bat loft, shall thereafter be implemented as approved.

    Reason - To ensure protected species are not harmed by the development, in accordance with the Conservation of Habitats and Species Regulations 2010 and the Wildlife and Countryside Act 1981, and to make appropriate habitat provision in accordance with paragraphs 109 and 118 of the Framework.

  10. No development shall take place until the applicant has provided a photographic record of the buildings affected by the development, in accordance with the guidance provided, and deposited with the County Historic Environment Record.

    Reason - To provide a suitable recording of the historic structure, in accordance with saved Policy ENV10 of the Wychavon District Local Plan (June 2006)

  11. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, as amended, nothing in Article 3 and Schedule 2 to that order shall operate so as to permit any development specified in Part 1, Class A - E of the said schedule and no such development shall be carried out at any time without an express grant of planning permission under Part III of the Town and Country Planning Act 1990.

    Reason - In order that the local planning authority can gain control over the development and in order to prevent the erection of extensions to the building so as to maintain its character and form which justified the dwelling in an area of countryside where new dwellings are not normally acceptable, in accordance with Policies GD2 and RES8 of the adopted Wychavon District Local Plan (June 2006).
