Due to its isolated location, the proposed dwelling would not have accessible local services and residents would be highly reliant upon car travel. The provision of a residential unit in this location, where the primary movement of residents would be via the private car, would not represent a sustainable form of development. The harm caused by the proposal would significantly and demonstrably outweigh any benefits of the scheme. The proposed development would therefore be contrary to the provisions of the National Planning Policy Framework.
