This decision is subject to the following conditions:

  1. The proposed replacement dwelling, at approximately 107% larger than the existing in terms of floorspace, and approximately 71% increase in building height, is not considered to be similar in size or scale to the existing property and the application has failed to demonstrate that the substantial increase in size and scale proposed is demonstrably preferable in terms of either site planning or design. As such it is considered that the proposed development fails to comply with criterion c) of saved Policy RES9 of the Wychavon District Local Plan (June 2006)

  2. It is considered that the existing building, due to its size and height, is relatively inconspicuous in the surrounding landscape and not a prominent visual presence in the locality. The proposed replacement dwelling would be a significantly larger, and more prominent visual presence in the surrounding landscape. It is not reasonably considered that the proposed two storey dwelling, finished in brickwork at ground floor level and timber boarding at first floor level, and incorporating 6 dormer windows, would be more in keeping with its surroundings and the rural landscape, than the existing single storey building. As such it is considered that the proposed development fails to comply with criterion a) of saved Policy RES9 of the Wychavon District Local Plan (June 2006)

  3. The Planning Practice Guidance (PPG) states that 'Adequate water and wastewater infrastructure is needed to support sustainable development'. The PPG also details that 'If there are concerns arising from a planning application about the capacity of wastewater infrastructure, applicants will be asked to provide information about how the proposed development will be drained and wastewater dealt with'. In this case, the site overlies the Bromsgrove Sandstone, which is a principal aquifier of regional strategic importance, and falls within Source Protection Zone 1 of a nearby public water supply abstraction. The hydrogeological setting is therefore extremely sensitive, and the applicants have failed to provide adequate information to demonstrate the sufficiency and capacity of the existing private septic tank system to support the new replacement dwelling of this scale. Without sufficient information the local planning authority do not therefore consider that the proposal represents sustainable development. The proposal therefore fails to comply with Saved local plan (2006) Policy GD2 as well as guidance contained in paragraph 109 of the National Planning Policy Framework (2013) and the PPG (2014).
