This decision is subject to the following conditions:

  1. The proposed dwelling although situated in a garden area would be located in the open countryside outside of any village, and as such would constitute inappropriate development in the Green Belt. The protection of the openness of the Green Belt is an overriding planning consideration and there is a presumption against inappropriate development within it. It is considered that no very special circumstances exist which are required to justify this inappropriate development within the Green Belt. As such, it is considered that the proposed dwelling would be contrary to Policy SR7 of the Wychavon District Local Plan (June 2006) and paragraph 89 of the National Planning Policy Framework.

  2. The application site is located outside the defined development boundary of Cookhill which itself is not considered to be a sustainable village having very limited services and public transport facilities. The provision of a residential unit in this location, where the primary movement of residents would be via the private car, would not represent a sustainable form of development. This proposal goes against the golden thread of the Framework and therefore fails to comply with paragraphs 7 and 14 of the Framework and policy 1 of the South Worcestershire Development Plan (emerging and under examination).
