It is not considered that the existing garage block is either redundant or disused. Furthermore, it is not considered that the proposed conversion of the existing garage block to an independent residential unit, together with associated residential paraphernalia and the subdivision of open grounds, would enhance the immediate setting, and would harm the setting and significance of the listed building. The application site is considered to be in an unsustainable location for new independent residential development, by virtue of the distance from facilities and services. As such it is considered that the proposed development would be contrary to saved Policies GD1 and RES8 of the Wychavon District Local Plan (June 2006), and goes against the golden thread of the Framework, failing to comply with paragraphs 7, 14 and 55.
