The protection of the openness of the Green Belt is an overriding planning consideration and there is a presumption against inappropriate development within it. The proposed detached garage would constitute inappropriate development in the Green Belt. No very special circumstances have been demonstrated, and none are considered to exist in this case, to justify this inappropriate development in the Green Belt. As such, it is considered that the proposed development would be contrary to saved Policy SR7 of the Wychavon District Local Plan (June 2006) and the advice contained in paragraphs 88 and 89 of the Framework.
