This decision is subject to the following conditions:

  1. The proposed development will result in a bulky and ill-proportioned property overwhelming the original and out of character with existing development in the vicinity of the site in Stratford Road and Mickleton Road, causing harm to the appearance of the streetscene and the visual amenities of nearby properties. In these ways the proposal represents poor design and is contrary to Policies GD2, ENV1 and SUR6 of the adopted Wychavon District Local Plan, as well as guidance in the adopted Residential Design Guide.

  2. The bat survey submitted with the application was carried out in 2011 and is now out of date, particularly based on its finding that there were numerous gaps and access points with potential for roosting bats present in the building then and that the whole of the roof would now have to be removed. In the absence of an updated survey it is not possible to accurately assess the likely presence of bats in the building and the impact of the works on them. In this way the proposal is contrary to Policies GD2 and ENV6 of the adopted Wychavon District Local Plan, Policy SWDP22 of the emerging South Worcestershire Development Plan and guidance contained in the National Planning Policy Framework and para. 99 of Circular ODPM 06/2005.
