This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

  2. No part of the development shall be commenced until full details of soft landscaping works have been submitted to and approved in writing by the Local Planning Authority. The details submitted must include:

    i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread. ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas. iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants. iv) a written specification outlining cultivation and other operations associated with plant and grass establishment. v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.

    All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.

    Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless otherwise agreed in writing by the Local Planning Authority.

    Reason - To protect and enhance the visual amenities of the area and to ensure the satisfactory development of the site - in accordance with (Policy GD2, Policy ENV1 (ENV12 for Conservation Areas) and Policy SUR2 (and ENV7 where site has nature conservation value, and ENV8 for protection of existing hedgerows, trees & woodland) of the Wychavon District Local Plan (June 2006).

  3. Bat roosting and bird nesting opportunities shall be incorporated into the approved development. These shall consist of one bat brick, such as Habitat Bat Box or Ibstock Bat Box B, or bat tube, such as a Schwegler 1FR, to be installed away from direct lighting high up on a suitable elevation of the new building, a house sparrow terrace on a east- or north-facing elevation and a wall-mounted bird box for small birds. Details of type and location shall be submitted to and approved in writing with the local planning authority prior to the commencement of the development.

    Reason - To make appropriate habitat provision in accordance with paragraph 118 of the NPPF.

  4. Prior to the commencement of the development hereby approved details of the siting and number of cycle and motorcycle parking provision, in accordance with the County Council's standards shall be submitted to and approved in writing by the Local Planning authority. The development shall be carried out in accordance with the approved details, the approved parking areas shall thereafter be retained and kept available for those users at all times.

    Reason: In the interests of Highway safety and to ensure the free flow of traffic using the adjoining

  5. The development hereby permitted shall not commence until drainage plans for the disposal of surface water and foul sewage have been submitted to and approved by the Local Planning Authority. The scheme shall be implemented in accordance with the approved details before the development is first brought into use

    Reason : To ensure that the development is provided with a satisfactory means of drainage as well as to reduce the risk of creating or exacerbating a flooding problem and to minimise the risk of pollution.

  6. Prior to the commencement of the development hereby approved, details of the measures to conserve and recycle water to be incorporated into the development shall be submitted to and approved in writing by the Local Planning Authority. The development shall be implemented in accordance with the approved details in each instance prior to the first occupation of the dwelling.

    Reason - To ensure the prudent use of water.

  7. Samples of the external facing materials and roof materials shall be subject to the approval, in writing, of the Local Planning Authority before any work on the site commences and the scheme shall subsequently be implemented in accordance with the approved details before the development is completed/occupied.

    Reason - To ensure that the development is visually satisfactory.

  8. Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 1800hrs Monday to Friday and 08.00 and 1300hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.

    Reason - To preserve the amenities of the locality.

  9. In order to comply with policy, the following three conditions should be attached to any consent A) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and:

    1. The programme and methodology of site investigation and recording. 2. The programme for post investigation assessment. 3. Provision to be made for analysis of the site investigation and recording. 4. Provision to be made for publication and dissemination of the analysis and records of the site investigation 5. Provision to be made for archive deposition of the analysis and records of the site investigation 6. Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation. B) No demolition/development shall take place other than in accordance with the Written Scheme of Investigation approved under condition (A). C) With a written agreed date the site investigation and post investigation assessment shall be completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.

    Reason: In accordance with the requirements of paragraph 141 of the National Planning Policy Framework.

  10. Before any other works hereby approved are commenced a visibility splay shall be provided from a point 0.6m above ground level at the centre of the access to the application site and 2.4 metres back from the nearside edge of the adjoining carriageway, (measured perpendicularly), for a distance of 38.5 metres measured in a westerly direction along the nearside edge of the adjoining carriageway, Davies Road. Nothing shall be planted, erected and or allowed to grow on the triangular area of land so formed which would obstruct the visibility described above and this area shall thereafter be retained and kept available for visibility purposes at all times.

    Reason: In the interests of highway safety.

  11. Before any other works hereby approved are commenced a forward visibility splay shall be provided from a point 1.05m above carriageway level on Davies Road measured for a distance of 66.6 metres as indicated on drawing 2974-02 revision E measured in a westerly direction to the primary traffic light signal head. Nothing shall be planted, erected and or allowed to grow on the sight line so formed which would obstruct the visibility described above and this area shall thereafter be retained and kept available for visibility purposes at all times.

    Reason: In the interests of highway safety.

  12. Before any other works hereby approved are commenced, pedestrian sight line vision splays shall be provided from a point 1.05m above ground level at the existing junction arrangements, Cheltenham Road and Davies Road as indicated on drawing 2974-02 revision E. Nothing shall be planted, erected and or allowed to grow on the triangular area of land so formed which would obstruct the visibility described above and these areas shall thereafter be retained and kept available for visibility purposes at all times.

    Reason: In the interests of highway safety

  13. No work shall commence upon the development hereby authorised by this permission until the engineering details of the proposed footway along the application site frontage to Davies Road as indicated in principle on the deposited plan, drawing number 2974-02 Rev E have been submitted to and approved in writing by the Local Planning Authority.

    Reason: To ensure the safe flow of traffic on the highway.

  14. The development hereby permitted shall not be brought into use until the footway, vehicular access, entrance, turning area and various parking spaces shown on the approved plan have been properly consolidated, surfaced, demarcated on the ground and drained and otherwise constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall thereafter be retained and kept available for those uses at all times.

    Reason: In the interests of highway safety.

  15. The development hereby permitted shall not begin until a Construction Method Statement has been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority. The approved statement shall be adhered to throughout the construction period. The statement shall provide for:

    a) The parking of vehicles of site operatives and visitors within the application site. b) Loading and unloading of plant and materials within the application site. c) Storage of plant and materials within the application site. d) Siting of site offices within the application site.

    Reason: To prevent indiscriminate parking in the interests of highway safety

  16. Development shall not begin until wheel cleaning apparatus has been provided in accordance with details to be submitted to and approved in writing by the Local Planning Authority and this equipment shall be operated and maintained during construction of the development hereby approved.

    Reason - To ensure that the wheels of vehicles are cleaned before leaving the site in the interests of highway safety

  17. The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule The Drawing Issue Schedule dated 6th May 14, reference T140506A2974LT
