This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

  2. 1) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and: a) The programme and methodology of site investigation and recording. b) The programme for post investigation assessment. c) Provision to be made for analysis of the site investigation and recording. d) Provision to be made for publication and dissemination of the analysis and records of the site investigation e) Provision to be made for archive deposition of the analysis and records of the site investigation f) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation.

    2) Within a written agreed date the site investigation and post investigation assessment shall be completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.

    Reason: In accordance with the requirements of paragraph 141 of the National Planning Policy Framework.

  3. No part of the development shall be commenced until there has been submitted to, and approved in writing by, the Local Planning Authority a scheme outlining landscaped boundary treatment. The scheme shall include hedge/shrub planting of native species along the south-western boundary (which would be outside the application site but on land within the applicants ownership) and any areas where necessary to 'gap up' the existing hedgerows surrounding the site and shall give details of proposed species, plant sizes, planting densities and protective fencing (where appropriate) during establishment.

    All planting comprised in the approved details shall be carried out in the first planting season following the completion or first occupation/use of the development, whichever is the sooner.

    All planting shall be watered as necessary and competitive weed growth controlled to ensure successful establishment.

    Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless otherwise agreed in writing by the Local Planning Authority.

    A landscape management plan shall also be included to provide long-term design objectives, management responsibilities and maintenance schedules for all landscape areas. The landscape management plan shall be followed whilst the development hereby approved is present on the site.

    Reason - To protect and enhance the visual amenities of the area and to ensure the satisfactory development of the site - in accordance with Policy GD2, Policy ENV1 and Policy SUR2 of the Wychavon District Local Plan (June 2006).

  4. If the solar panels hereby permitted are no longer required for the purposes of energy production, they shall be dismantled and all materials removed from site including the sun arrays and their supporting stands, fencing and inverters and any other associated infrastructure/development within 4 months of the date of the cessation of the use.

    Reason - To preserve the open character of the countryside and ensure that the land is restored to active agricultural use in accordance with saved Policies GD1, GD2 and ENV1 of the Wychavon District Local Plan (June 2006).

  5. No development shall take place until an Ecological Protection, Mitigation and Enhancement Strategy has been submitted to and approved in writing by the local planning authority. The Strategy shall include the following:

    i) Details of precautionary working methods setting out Reasonable Avoidance Measures in respect of amphibians, reptiles, breeding birds and badgers; ii) Specifications for new habitat creation and enhancement including an appropriately scaled plan showing the location and extent of these measures; iii) Details of a management strategy for the benefits of biodiversity enhancement.

    The Strategy shall be implemented in accordance with the approved details unless otherwise agreed in writing with the local planning authority.

    Reason - To prevent harm to protected species and retained habitats, and to ensure that development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 109 and 118 of the Framework.

  6. The fencing which would surround the solar arrays hereby permitted shall incorporate gaps at the base of 20-30cm's to allow permeability for wildlife. When the fence is constructed photographic evidence demonstrating the fence gaps should be submitted to the council within 3 months.

    Reason - To prevent harm to protected species and retained habitats, and to ensure that development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 109 and 118 of the Framework.

  7. The development hereby permitted shall be carried out in accordance with the following approved plans:

    Location Plan (1:5000) (Amended - Received 04/11/14) Proposed Block Plan Details of Proposed Fencing (1:100 @ A3)
