No information has been submitted as part of this application to justify the retention of the existing agricultural workers mobile home. Some 20 years has lapsed since the first application for an agricultural workers mobile home on this holding (application reference W/94/0169). It is considered that approval of this application for the retention of the existing mobile home, which is the seventh such application that seeks the retention of a mobile home on site, would not be strictly 'temporary' in nature. As such, the application is considered to contrary to criterion a), b) and c) of saved Policy COM8 of the Wychavon District Local Plan (June 2006) and goes against the golden thread of sustainable development outlined in the Framework and failing to comply with paragraphs 7, 14 and 55.
The proposed continuing retention of the existing mobile home on the site would constitute inappropriate development in the Green Belt. The protection of the openness of the Green Belt is an overriding planning consideration and there is a presumption against inappropriate development within it. It is considered that no very special circumstances exist which are required to justify this inappropriate development within the Green Belt. As such, it is considered that the proposed retention of the existing mobile home would be contrary to saved Policy SR7 of the Wychavon District Local Plan (June 2006) and paragraph 89 of the National Planning Policy Framework.
